The new Ordinance no. 130/2026/1 introduces clearer and more uniform rules for the installation of electric vehicle charging points in the public domain, strengthening legal certainty and speeding up procedures.

Ordinance no. 130/2026/1, of 27 March, has been published, establishing the framework for granting licenses for the private use of the public domain for the installation of publicly accessible electric vehicle charging infrastructure, in line with the new legal regime introduced by Decree-Law no. 93/2025.

This regulation represents an important step in the reorganization and liberalization of the electric mobility sector, by introducing greater legal certainty and procedural uniformity in the use of public domain spaces. Key developments include shorter deadlines for issuing opinions and authorizations, clearer definition of the scope of licenses — now expressly covering associated parking areas — and strengthened technical and accessibility requirements.

At the same time, the new framework creates more favorable conditions for investment and the expansion of the public charging network, contributing to a more efficient and inclusive energy transition.
